Are you sure that you are looking in the right place for the jumper? i removed the possibly bad drive and replaced it with a drive i know to be good. Each Windows installation customizes itself to work with a particular PC. I will see if i can then install windows onto this drive, without having the windows install process lock up on me.
When I took off the possibly sick hard drive, it looked like the connectors for the second hard drive were on same wide, green colored ribbon, but I didn't examine possible and it's slave the 2nd from the power connector. Windows 7's System Images contain a copy of your Windows drive, which includes Windows, your programs, and all your data.
Best we organise the cloning and do that rather than you attempt to start the system on the ailing HDD.
